Your Voice Matters — Help Us Pass Breeding Reform
It’s going to take an overwhelming show of public support to pass meaningful breeding regulations in Illinois — and we need your help to do it.
Every time our bill is scheduled for a hearing, we’ll need hundreds (or even thousands) of people to submit witness slips showing they support our legislation. These slips are reviewed by lawmakers and can directly influence whether a bill moves forward.
But here’s the catch:
🛑 You Must Fill Out Your Own Witness Slip Through the Official ILGA Portal
Unlike a petition, you must create your own account and submit your own slip directly through the Illinois General Assembly (ILGA) website. It’s fast and easy once you’ve done it once—but we’ll walk you through every step.

Why It Matters
Passing breeder regulations won’t be easy. Many legislators are unfamiliar with how the breeding industry contributes to shelter overpopulation. Your voice — and your witness slip — can change that.

You’ll need to do this once to be able to fill out witness slips:
Fill out your name, email, and create a password
Confirm your account via email
Done! You’ll now be able to fill out witness slips when they’re available.
📋 Step 3: Submit a Witness Slip (When we notify you)
We’ll send you a direct link to the slip when a bill is scheduled for hearing. Here’s what you’ll typically need to select:
Representation: Self (or your org, if applicable)
Position: Proponent
Testifying: Record of Appearance Only
You do not need to speak or attend the hearing. Submitting a slip shows your support.
🔁 Step 4: Share With Your Network
Once you’ve signed up and submitted a witness slip, help us get the word out! The more slips we collect, the more weight we carry in the eyes of lawmakers.
