We’re committed to raising the standards of dog breeding across the industry.
At Herzog's Heroes, we believe that responsible breeding is key to preventing dogs from entering shelters. This is why we formed the Breeding Regulation Task Force (BRTF), a team dedicated to crafting realistic breeding regulations for Illinois that protect the welfare of dogs while preserving the heritage of cherished breeds.
Our Goal
The goal of the BRTF is to reduce the number of dogs entering shelters by addressing the root causes of irresponsible breeding practices. We are not here to penalize or hinder responsible breeders. Instead, we’re focused on preventing poor breeding practices that can lead to overpopulation, health issues, and ultimately, an increase in shelter populations.
While some argue that ending breeding altogether would solve the shelter crisis, we recognize that doing so would mean losing the wonderful diversity and careful craftsmanship behind well-bred dogs.
A Collaborative Approach
The complexity of breeding practices and their impacts on animal welfare demands a comprehensive and balanced perspective. That’s why the BRTC was formed with a diverse group of experts from the dog industry, including representatives in the following fields:
Dog Breeding - to better understand the art and science behind producing healthy, well-tempered dogs.
Animal Control - to give us firsthand experience in managing and addressing canine overpopulation.
Shelter Medicine - to advocate for those who care for dogs in need and know the challenges shelters face.
Behavioral Dog Trainers - to ensure we understand the temperament and well-being in mind.
Rescue Advocates - to be clear about the perspective of those who work tirelessly to save and rehome dogs.
Project Managers and Regulation Writers - who bring the structure and clarity necessary to translate expert insights into actionable regulations.

By setting a high standard through balanced and effective regulations, the BRTC is pioneering a model that safeguards both the legacy of responsible breeding and the future of canine welfare.
